The Plenary Assembly is the supreme organ of the FP-ICGLR. In accordance with Article 6 of the Inter-Parliamentary Agreement establishing the FP-ICGLR signed in Kigali, Republic of Rwanda, on 4 December 2008 and revised on 12 December 2011 in Kampala, Republic of Uganda, and on 8 December 2016 in Khartoum, Republic of Sudan, respectively, the Plenary Assembly is competent to deliberate on all matters within the competence of the FP-ICGLR. It shall be headed by the Bureau, which shall be composed of the elected President, the sitting President and the outgoing President

The Sitting President shall be the substantive President and shall serve for a term of one year.

The duties of the Plenary Assembly shall be:

  • To adopt the Internal Rules and Regulations of the Forum;
  • To approve the nominations of the political personnel of the Forum;
  • To adopt the Forum’s Budget;
  • To adopt the reports of Committees;
  • To adopt resolutions and recommendations to be addressed to the Governments and Parliaments of the Member States of the International Conference on the Great Lakes Region;
  • To deliberate on all matters that fall within the scope of the Forum.

The Plenary Assembly shall be composed of six (6) delegates appointed by each National Parliament, and of whom at least one-third shall be women, including the Speaker of that respective Parliament, who shall be the head of the national delegation at the Forum.

Each member Parliament of the Forum shall ensure, in as much as possible, equitable representation in the composition of the national delegation to the Plenary Assembly, of the various political tendencies existing in its home State.

The Plenary Assembly shall take its decisions by consensus or, if no consensus is reached, by a two-thirds (2/3) majority of the Parliaments which are present and voting, on matters of substance.

For the Plenary Session to deliberate, a quorum of at least seven (7) member Parliaments shall be required.

The Plenary Assembly shall hold one (1) ordinary sessions per year, each lasting a maximum of three (3) days. Extraordinary sessions may be convened as and when the need arises
