The Forum of Parliaments of the International Conference on the Great Lakes Region (FP-ICGLR) is an inter-parliamentary organization composed of 12 National Parliaments of the ICGLR Member States namely the Republic of Angola, the Republic of Burundi, the Central African Republic, the Republic of Congo, the Democratic Republic of the Congo, the Republic of Kenya, the Republic of Rwanda, the Republic of South Sudan, the Republic of the Sudan, the United Republic Tanzania, the Republic of Uganda and the Republic of Zambia

The main objective of the FP-ICGLR is to make a significant parliamentary contribution to the implementation of the Pact on Security, Stability and Development in the Great Lakes Region.

Bodies committed to peace and cooperation in the FP-ICGLR.

The FP-ICGLR relies on a Plenary Assembly, an Executive Committee and a General Secretariat to coordinate its actions in favor of peace, democracy and development in the Great Lakes Region.

The General Secretarait

The General Secretariat is responsible for the administrative, financial and technical management and coordination of the Forum’s activities.

It is headed by a Secretary-General, who is appointed by the presidents of the member parliaments for a non-renewable term of three years.

The number of international staff and their functions are determined by the Plenary Assembly.

1. What is the objective of FP-ICGLR?
The main objective of FP-ICGLR is to bring a parliamentary contribution towards the implementation of the ICGLR Pact on Security, Stability and Development in the Great Lakes Region signed on 15th December, 2006 in Nairobi, Kenya
2. In which areas does the FP-ICGLRL operate?
The FP-ICGLR intervenes in these areas : Peace and Security; Democracy and Good Governance; Humanitarian and Social issues; Economic Development, Regional Integration and Natural Resources; Gender, Children and Vulnerable Persons
3.What are the activities of the FP-CIRGL?
The Forum acts as a framework for inter-parliamentary dialogue, supports conflict prevention and resolution, builds legislative capacity and contributes to policy harmonization within member states.Other than the formal statutory meetings of its different organs, the Forum conducts fact-finding missions in member-states of ICGLR facing security, political and humanitarian challenges as well as other parliamentary diplomacy missions; organises election observation missions; capacity building for MPs; undertakes research; and networking with other international organisations globally.
4. What are the organs of the FP-ICGLR?
The Forum is composed of the Plenary Assembly, the Bureau of the Plenary Assembly, the Conference of Speakers, the Executive Committee, the Permanent Committees and the General Secretariat.

MEMBERSHIP AND FOUNDING

Each country is represented on the Forum by the Speaker of Parliament as head of delegation as well as six Members of Parliament (MPs). Every year during the annual Plenary Assembly of the Forum, a Speaker from one of the Member-Parliaments is elected as the President of the organisation. The main funding of the organisation are annual contributions by Member-States through their respective Parliaments.
