REFERENCE TERM FOR THE RECRUITMENT OF AN ACCOUNTANT

  1. Background and Rationale

The Forum of Parliaments of the Member Countries of the International Conference on the Great Lakes Region (FP-ICGLR) is an inter-parliamentary organization bringing together the national parliaments of twelve member countries of the ICGLR, namely: the Republic of Angola, the Republic of Burundi, the Central African Republic, the Republic of Congo, the Democratic Republic of Congo, the Republic of Kenya, the Republic of Congo, the Republic of Congo, the Republic of Congo, the Republic of Congo, the Republic of Congo, the Republic of Rwanda, the Republic of South Sudan, the Republic of Sudan, the Republic of Tanzania, the Republic of Uganda and the Republic of Zambia. The PF-ICGLR was established on 4 December 2008 in Kigali, Rwanda, by the signing and ratification of the Inter-Parliamentary Agreement by the Speakers of Parliaments to promote, maintain and strengthen peace, security and development in the Great Lakes Region in accordance with the political will expressed by the respective Heads of State and Government in the Dar-es-Salaam Declaration signed in November 2004.

The Dar-es-Salaam Declaration led to the signing of the Pact on Stability, Security and Development of the Member Countries of the Great Lakes Region and the 10 Protocols by the Heads of State and Government, dated 15 December 2006 in Nairobi. The pact provides for the establishment of a Forum of Parliaments to play the role of overseeing the implementation of the ICGLR’s programmes, projects and activities, thus paving the way for the establishment of the FP-ICGLR.

  • Areas of intervention

The FP-ICGLR intervenes in following areas:

  1. Democracy and Good Governance;
  2. Peace and Security;
  3. Humanitarian and Social Issues;
  4. Economic Development, Natural Resources and Regional Integration;
  5. Gender, Children and Vulnerable People.

The five areas of intervention above also correspond to the five FP-ICGLR Commissions which are technically led by Programme Officers, but administrative and financial matters are handled by the Administrative and Financial Officer with the support of an Accountant and the Human Resources and Supply Officer.

As the current Accountant’s contract has expired, the General Secretariat of the FP-ICGLR is recruiting an Accountant for a fixed-term contract of two (2) years, renewable according to performance.

The Accountant will be based in Kinshasa, the headquarters of the Forum and will work under the supervision of the Administrative and Financial Manager.

  • Major Duties and Responsibilities

Under the supervision of the Administrative and Financial Manager

The Accountant:

1. Keeping the accounts of the General Secretariat of the Forum ;

  • Records accounting operations;
  • Checks the authenticity and veracity of accounting supporting documents;
  • Prepares accounting reports;
  • Perform monthly, quarterly and annual bank reconciliations of the Forum’s bank accounts;
  • Carry out cash register checks;
  • Ensure the retention of all original receipts and other accounting and financial documents
  • Prepare the annual accounts

2. Provide support to the Programme Officers

  • Draw up the budget for the activities planned by the Programme Officers

3. Assist the Administrative and Financial Manager

  • Assisting the RAF with all financial matters

4. Be the focal point of the Forum with the external auditors during the audit process of the Forum’s Financial Statements;

5. To monitor the payment of annual contributions and arrears of member parliaments;

6. Perform any other task assigned to him by the hierarchy

  • Basic skills
  • Judgment, integrity and ethics,
  • Interpersonal skills and ability to multitask;
  • Be able to work under pressure and in a multicultural environment;
  • Candidate Profile
  • Be a national of the Democratic Republic of Congo;
  • Hold at least a bachelor’s degree in the following fields:
  • Economics, Management, Finance, Accounting.
  • Have followed the training in Accounting at the Permanent Council of Accounting in Congo (C.P.C.C.); the PIC certificate as proof:
  • Have good knowledge of IPSAS;
  • Have at least three (3) years of professional experience in a similar position;
  • A professional experience in a regional or international organization will be an advantage;
  • Have a good command of English or French;
  • Mastery of basic software (Word, Excel, Powerpoint, etc.) and accounting software;
  • Must be able to work under pressure and in a multi-cultural environment;
  • Must have the ability to work independently;
  • Be 45 years old or younger and present proof of age.
