Final Communiqué of the 23rd Ordinary Session of the Executive Committee of the Forum of Parliaments of the ICGLR, September 30th to October 1st, Nairobi, Republic of Kenya

The Executive Committee:

• Pursuant to the provisions of articles 4 and 22, paragraph 1 of the Pact on Security, stability and development in the Great Lakes Region signed on December 15th, 2006 in Nairobi, the Republic of Kenya;
• Further pursuant to the provisions of articles 2 and 8 of the Inter-parliamentary Accord establishing the Forum of Parliaments of Member States of the International Conference on the Great Lakes Region (FP-ICGLR);
• Having considered the items on the agenda of its twenty-third ordinary session held from September 30th to October 1st, 2021,

Adopts the following final declaration :

The executive committee of FP-ICGLR:

1. Adoptedthe combined report of the 22nd ordinary session of the Executive Committee of FP-ICGLR held via video-conferencing on November 4th, 2020 and on May 5th, 2021 respectively;
2. Took note of the Secretary General’s presentation on the recent developments in the political, security and humanitarian situation in the Great Lakes region in general, and in particular in ICGLR Member States beset by insecurity and armed conflicts;
3. Considered the activity and financial report of the General secretariat of FP-ICGLR covering the period from January to August 2021;
4. Was briefed on activities carried out by the committees of FP-ICGLR;
5. Further took note of the decision of the Ad Hoc Committee on Finance to invigorate the implementation of the resource mobilization strategies for recovery of arrears as spelt out in the 2019 Resolution on Payment of Annual Contributions and Arrears;
6. Welcomedthe decision of the Central African Parliament to send a parliamentary delegation to Kinshasa, Democratic Republic of the Congo, to discuss a moratorium on the payment of its arrears;
7. Reflectedon the possibility of transforming the Ad Hoc Committee on Finance into a permanent organ;
8. Further considered the draft resolutions to be adopted to the Twelfth Ordinary Session of the Plenary Assembly of FP-ICGLR;
9. Consideredthe draft agenda of the Twelfth Ordinary Session of the Plenary Assembly of FP-ICGLR and discussedits dates and venue;
10. Expressed appreciation to FP-ICGLR member Parliaments that have already contributed to the FP-ICGLR budget and appealed to those that have not yet done so to meet their financial obligations, including arrears, to enable the organization implement its planned activities;
11. Commendedthe General Secretariat of FP-ICGLR and the Parliament of the Republic of Kenya for organizing the twenty-third ordinary session of the Executive Committee despite the challenges occasioned by the COVID-19 pandemic;
12. Registeredgratitude to the Government, Parliament and people of the Republic of Kenya for the hospitality extended to the participants throughout the duration of the meeting.
